The situation
Foreign nationals who filed applications to convert temporary work visas to permanent residence visas prior to November 21, 2017 must refile their applications with the Ministry of Labor.
A closer look
- Reason for resubmission. Foreign nationals have been required to file their applications to convert temporary work visas to permanent residence visas with the Ministry of Labor, whereas previously, these applications were filed with the Ministry of Justice. The two Ministries have incompatible data collection systems, so resubmission is now necessary.
- Resubmission process. Foreign nationals will not be required to pay a new government fee when they refile, but they may be required to include additional documents, according to a regulation published by the Ministry of Justice and Ministry of Labor.

Foreign nationals can expect processing delays as they may need to prepare additional documents to resubmit their applications.
