Emiratisation and What to Expect in the Future
The Forum for Expatriate Management (FEM) was created in 2008 to provide both an online and real-world community for global mobility professionals and at our Chapter Meetings we bring together people and companies to form an educational, supportive and collaborative network, so we are pleased to announce the inaugural meeting of the FEM Dubai Chapter.
In this inaugural session of FEM's Dubai Chapter, organised by PwC Legal (in conjunction with EER and K2 Mobility), we’ll be tackling perhaps the most prevalent (and pertinent) mobility matter in the region – Emiratisation.
Our key points for discussion
- An update on Emiratisation policies in the UAE
- What is their effect on how organisations do business locally?
- What is the impact on operational planning and mobility requirements?
- What we can expect to see in the future?
The session will include speakers from PwC as well as various other organisations, and the guest list will include legal counsel and management from some of the world’s largest (and most iconic) brand names – allowing attendees a chance to discuss how they plan for Emiratisation and how it compares with policies in the broader ME region.
Our speakers are drawn from a range of backgrounds and will be able to share a unique perspective that is sure to benefit all those in attendance. Attendees will also have the opportunity to put pertinent questions to each of the speakers at the session.

Hamed Kazim, PwC Middle East Senior Advisor
Hamed is also the owner of Hamed Kazim Consultancy, his own advisory practice, advising major groups and international firms. He is a member of the Board of Larsen & Toubro (India), Franklin Templeton Middle East and Commercial Bank of Dubai. Prior to this Hamed was the Managing Partner of Andersen Dubai, and served on the Board of ESCA. Hamed holds a B.A. in Economics and minor in Electronic Engineering from the University of California, San Diego, USA.
Anir Chatterji, PwC Legal Middle East Immigration Leader
Anir leads PwC Legal’s Middle East Immigration practice. Anir specialises in global immigration law and policy. Anir is a dual-qualified lawyer (Solicitor of England and Wales and U.S. Attorney at Law (New York) with broad experience in employment and immigration risk and compliance. Anir has substantial experience in the finance sector, having managed immigration on-site for a multinational bank for a few years and having delivered global corporate immigration services for top-ranked immigration practices. Anir graduated from Keele University, UK in Law with Politics LLB.
Ghassan Yusuf, PwC Middle East Emiratisation Lead
Ghassan is heavily entrenched in Human Resources Transformation initiatives and Nationalisation Initiatives across the GCC. He has worked with several government agencies in developing (and implementing) programs that work towards the government’s Emiratisation goals as part of Vision 2021. He has also developed and implemented PwC’s “Watani” program for UAE national graduates and is responsible for overseeing a population of over 800 people.
Bishoi Sourial, Hewlett-Packard Country Counsel
Bishoi is a member of the Country Leadership Team at HP where he manages all legal, regulatory and compliance matters in the Middle East. Bishoi received his Juris Doctor with distinction in business law and is admitted to practice in the State of New York.
Suzanne Gandy, Dubai Multi Commodities Centre (DMCC) Freezone Authority Director, Talent Management Dubai.
Suzanne is focused on transforming HR to a business enabling function, ensuring value for money through increasing productivity and using technology as an enabler, to be aligned with the Dubai Plan 2021 on of smart government and innovation, whilst improving Emiratisation and happiness levels. Prior to working with DMCC, a Dubai Government entity encompassing the JLT Free Zone, Commodities Trade and Property, Suzanne worked with private partners to Dubai Health Authority and partners to the Ministry of Defence in London. Suzanne is a retired Army Officer having completed Sandhurst Royal Military Academy in 2002, a degree in Psychology and holds a Masters in Strategic Human Resources.
